The smallest trolleybus system in Bulgaria consists of a loop connecting high-rise residential neighborhoods and the city center, and a branch to the industrial park in the east of the city.

Routes 108 and 308 operate via the city loop in the clockwise direction all day. Route 408 operates in the counterclockwise direction three times daily on weekdays in the morning rush hour only. There is no service via the loop in the counterclockwise direction other times. Vehicles switch between routes throughout the day. The timetable is incoherent with prolonged scheduled mid-route holds; headways between complementing services 108 and 308 are not balanced out, allowing for bunching. Trolleybuses operate with conductors.

4 trolleybuses are used in service Monday to Friday, 2 on weekends. Skoda vehicles appear to be in ideal state of repair, and are mostly used whenever ZiU vehicles cannot cover service.
